VOTING ON A NEW CONTRACT

The United Faculty of Florida (UFF) and the Administration have agreed to a new contract that will come into force upon ratification. Once it is ratified, there will be a 1.5 % across-the-board pay raise for all faculty rated at least satisfactory last spring, and the Administration will have the authority to use as funds for discretionary raises the unused money for discretionary raises left over from 2016 - 2019, as well as 0.5 % of the current payroll.

The new contract - called the Collective Bargaining Agreement - will be ratified once both the employees of the UFF USF Bargaining unit and the USF Board of Trustees vote to ratify it. The employees of the UFF USF Bargaining Unit are listed below: if you are an employee of the UFF USF Bargaining Unit, UFF represents you in bargaining whether or not you are a member, and you are eligible to vote on the new contract. UFF STRONGLY ENCOURAGES ALL EMPLOYEES IN THE UFF USF BARGAINING UNIT TO VOTE ON THE NEW CONTRACT, AND TO VOTE IN FAVOR OF THE NEW CONTRACT.

EMPLOYEES IN THE UFF USF BARGAINING UNIT ARE TO VOTE ON RATIFYING THE PROPOSED CONTRACT IN PERSON ON FRIDAY, OCTOBER 11. POLLS WILL BE OPEN FROM 9:00 AM TO 5:00 PM AT THE FOLLOWING LOCATIONS:

  • ON USF SAINT PETERSBURG: IN THE POYNTER LIBRARY.
  • ON USF SARASOTA / MANATEE: IN THE LEARNING COMMONS.
  • ON USF TAMPA: IN FRONT OF THE MAIN LIBRARY.
FACULTY IN THE UFF USF BARGAINING UNIT MAY VOTE AT ANY OF THESE LOCATIONS. PLEASE BRING USF ID.

Here are the details.

This is a 14- to 15-month contract is identical to the current contract with the following modifications:

  • Merit Raises. All faculty and professionals in the UFF USF Bargaining Unit who were hired by 1 August 2018 and were rated at least satisfactory in the 2018 - 2019 performance evaluation will receive a 1.5 % raise.
  • Discretionary Raises. The Administration has not used all the funds permitted under the previous contract for discretionary raises. The Administration will be permitted to use those funds for discretionary raises during the life of this contract, plus an additional 0.5 % of the payroll (Note that the Administration is not required to make these discretionary raises, only that it is permitted to do so.)
  • Duration of the Contract. The contract will run to December 31, 2020, by which point the UFF and the USF Administration should have bargained a successor contract.
All other terms and conditions of employment in the current contract (concerning assignments, benefits, grievances, promotion, salaries, etc.) will remain the same: the only changes are to Article 23 on Salaries and Article 29 on the Duration of the Contract. Here is the Memorandum of Understanding enumerating the changes in the current Collective Bargaining Agreement to produce the new contract.

This contract will come into force once ratified by both the UFF USF employees and the USF Board of Trustees. The UFF USF employees will vote on ratification shortly: there will be a site on each campus, and times and places will be announced in a Biweekly Extra, so watch your inbox. All UFF USF employees, UFF members and non-members alike, are eligible to vote on ratification: after all, this contract covers all UFF USF employees. Please bring IDs when voting.

If the UFF USF employees vote in favor of ratification, then the USF Board of Trustees will vote. If the new contract is ratified by both the faculty and the board, it will come into force. The USF Chapter of the United Faculty of Florida strongly urges all UFF USF employees to vote on ratification, and to vote IN FAVOR of ratification.

The UFF USF Bargaining Unit

The UFF USF Bargaining Unit was determined by the Florida Public Employees Relations Commission and roughly consists of most faculty and many professionals - except the colleges of Medicine and Pharmacy. Here are the details:

...including chairs, associate chairs, assistant chairs, coordinators, program directors, associate program directors, assistant program directors, department heads, associate department heads, assistant department heads, and counselor / advisors in the colleges of Arts and Sciences and Education, but "all employees who are in administrative classifications not specifically included above, or are managerial or confidential employees" are not in the Bargaining Unit.

Once again, all employees in the UFF USF Bargaining Unit are eligible to vote on the new contract. UFF encourages all employees in the UFF USF Bargaining Unit to vote on the contract, and to vote IN FAVOR of the new contract.
